On 7 March 2006 the Secretary-General presented to Member States his management reform report Investing in the United Nations: For a Stronger Organisation Worldwide. The report recommended 23 far-reaching proposals on the management of the Secretariat, and was followed up on 11 May by a report submitting further details on the proposals. On 7 July 2006, the General Assembly responded with resolution A/RES/60/283. This decision, which is designed to strengthen the organisation, put in place the first measures to effect the management changes requested at the 2005 World Summit and approved an immediate additional appropriation of $4.43m under the regular budget. The changes are to be implemented over the next four years.
Consideration of a number of key reform proposals, including recommendations of the Governance and Oversight Review and Human Resources proposals, was deferred to the current session of the General Assembly. The session will also consider the Secretary-General’s procurement reform report and a comprehensive report on public access to UN documentation. In early 2007, Member States are expected to take up a report of the High-Level Panel on the UN’s Internal Justice System.
New Zealand has been actively involved in negotiations on Secretariat and management reform proposals, and will remain engaged on outstanding issues during the 61st session of the General Assembly.
