Government purchasing by the New Zealand government and the Australian Federal and State governments is covered by the Australia New Zealand Government Procurement Agreement of 1991. Under this agreement New Zealand and Australian Federal and State Governments agree to accord equal access and promotion of opportunity in government purchasing to each other’s suppliers of goods and services.
New Zealand’s membership of the Government Procurement Agreement represented an extension of Article 11 of the ANZCERTA, which acknowledged that the maintenance of government purchasing preferences over suppliers from the other country was inconsistent with the single market objectives of ANZCERTA.
The government purchasing policy as provided for in the Government Procurement Agreement is linked to the wider goal of ensuring equality of competition in the trans-Tasman market.
