Commonwealth Foreign Ministers meet before the Commonwealth Heads of Government Meeting (CHOGM). Foreign Ministers will also engage with Commonwealth civil society organisations.

The Commonwealth Ministerial Action Group (CMAG) was established by Commonwealth Heads of Government in November 1995 to deal with serious or persistent violations of the Harare Declaration, which lays down the Commonwealth's fundamental political values. The Group is convened by the Commonwealth Secretary-General and made up of Foreign Ministers from nine countries. It currently includes the Foreign Ministers of Ghana, Malaysia, Namibia, New Zealand, Papua New Guinea, Sri Lanka, St Lucia, Uganda and United Kingdom.

Commonwealth Heads of Government meet to decide Commonwealth policies, initiatives and activities for the next two years, and provide a unique forum for consultation at the highest level of government.

The WCPFC manages the highly migratory tuna stocks of the Western and Central Pacific region. The Commission is responsible for the long-term conservation and sustainable use of highly migratory fish stocks in the Western and Central Pacific Ocean. It has a particular focus on the tuna fishery, currently estimated to be worth well over US$3 billion a year and of critical economic importance to Pacific Island Countries.

Under the 2007 Bali ‘Roadmap’, these landmark climate change meetings aim to finalise an agreement on a framework for combating climate change post-2012 (when the Kyoto Protocol’s first commitment period ends). Besides new emissions reduction commitments and actions, the meeting will discuss adaptation to climate change, financing for developing countries and technology transfer.
