United Nations General Assembly 61st Session - Plenary - Strengthening the Capacity to Manage and Sustain Peace and Security Operations and to advance the Disarmament Agenda

Statement by HE Rosemary Banks, New Zealand Permanent Representative, on behalf of Australia, Canada and New Zealand, 16 February 2007

Madame President

Mr Secretary-General

I have the honour of speaking on behalf of the Governments of Australia, Canada and New Zealand.

CANZ supports your goals of strengthening secretariat structures for peace and security, and for finding ways to make the organisation work more efficiently for the benefit of all member States.

We welcome this plenary and the active and open process of consultation that the Secretary-General has engaged in over the last two weeks. We also appreciate his responsiveness to concerns that have been voiced and suggestions that have been made.

We welcome the papers, now circulated on the restructuring of DDA and DPKO and acknowledge that many of the details and assurances we were seeking about the merits of these proposals are now before us. We thank those Secretariat staff who have produced this work as they have worked tirelessly and under pressure to provide answers to the questions Member States have raised.

CANZ appreciates the clarity of process now before us and confirmation that these changes will progress through the appropriate channels. The papers now circulating demonstrate how these changes could serve to strengthen DPKO and offer new potential for enhancing the UN’s conduct of peace operations.

CANZ warmly welcomes the Secretary-General’s personal involvement and commitment to give a higher profile to work on disarmament and non-proliferation. This is a priority which our three governments strongly share. For this reason, we welcome the Secretary-General’s decision to appoint the new High Representative for Disarmament Affairs at USG level.
