This brief has been released under the Official Information Act. Some portions have been withheld under Sections 6 and 9 of the Act, as indicated in the body of the text.
Section 6(a) of the Official Information Act provides for the withholding of information, if the making available of that information would be likely to prejudice the security or defence of New Zealand or the international relations of the Government of New Zealand.
Section 9 of the Act provides for the withholding of information where necessary, to:
(2)(a) Protect the privacy of natural persons, including that of deceased natural persons;
(2)(f)(iv) The confidentiality of advice tendered by Ministers of the Crown and officials;
(2)(j) Enable a Minister of the Crown or any Department or organisation holding the information to carry on, without prejudice or disadvantage, negotiations (including commercial and industrial negotiations).
