Emissions from 50 overseas posts (offices) located globally have only been included for the purpose of this exercise using the formula provided by Mfe. There is a question mark on the appropriateness of this methodology and the accuracy of the resulting measures. There is a high risk that extrapolating New Zealand data (498 FTE) to 50 relatively small posts located in countries with wide ranging climatic conditions, varied energy sources and different levels of sophistication (developing and developed countries), will produce an inaccurate estimate of emissions outside of New Zealand that will be very difficult and not cost effective to validate and audit.

This emissions inventory report has been prepared and written in accordance with Part 7.3.1 of ISO 14064-1 and is designed to be used as in the process of becoming carbon neutral by 2012.
The Ministry of Foreign Affairs and Trade is one of the 28 stage two core public service agencies that will be on the path to carbon neutrality by the year 2012. This programme will be broken down into three key stages which are set out below;
• Measure emissions
• Reduce emissions
• Offset unavoidable emissions
The Ministry of Foreign Affairs and Trade exists to advance and protect New Zealand’s security and prosperity interests abroad. It is the channel through which the Government promotes its international agenda and deals with other countries and organisations. This inventory also includes NZAID. The Ministry of Foreign Affairs and Trade (MFAT) and the New Zealand Agency for International Development (NZAID) have 712 full time employees. A total of 498 staff are located in Wellington head office, 2 are in an Auckland office and 230 staff are overseas in 50 posts. The Ministry has a further local staff establishment of 381 serving its overseas operations.

The Agency uses the financial control based approach to defining organisational boundaries. Due to the legally prescribed nature of the core public service, the application of either the control or equity approach is likely to have the same effect, as government agencies do not have subsidiaries, associate companies in the same manner that private sector companies have group structures, or complex lease arrangements.
The organisational boundaries of an agency are defined by statute and for the purposes of the GHG inventory include core agency activities only.
