The 12th Round of FTA negotiations between the Association of South East Asian Nations (ASEAN), Australia and New Zealand took place in Cambodia in December.
While there remains significant work to do in order to bridge differences in the core area of goods, services and investment negotiations, there is agreement that negotiations should be concluded by mid-2008.
Initial offers on services and investment were tabled at the 12th Round. Negotiations around intellectual property continue, while negotiations on sanitary and phytosanitary measures and technical barriers to trade are close to completion. New Zealand continues to seek outcomes in competition policy, government procurement, and labour and environment.
All parties will be tabling initial offers on goods by the next Round, to be held from 3 to 7 March. Continuing negotiations on the rules of origin for goods will determine how and whether goods qualify for preferential treatment under the FTA. Now that the parties are exchanging requests and offers on goods, services and investment, it is important that negotiators have detailed information on business interests. In this regard, further input from businesses would be welcomed on barriers to trade and investment which they would like to see addressed by the FTA, particularly with respect to Indonesia, the Philippines and Viet Nam.
