Minister for Disarmament and Arms Control, Hon Phil Goff.

The dangers that cluster munitions can pose to civilians have been clearly illustrated in recent conflicts. We have seen the tragic legacy of consequences where these weapons have been used, through lost lives, horrific injuries and communities living in fear.

The Oslo Process provides a real opportunity to take a strong stand against cluster munitions. We must seize this opportunity to take effective action which reflects our strong concerns over these weapons. We need to act now if further civilian casualties are to be avoided.

The Wellington Conference on Cluster Munitions will be held from 18 to 22 February 2008, and it will be an important stepping stone towards achieving our goal of a new treaty. I welcome the support and participation of all states, international organisations and members of civil society who share this vision.
