Mark Sinclair is a graduate of the University of Auckland. In his early years as a diplomat he specialised in Asian affairs, including a posting in Japan. He was also posted in Honiara in the Solomon Islands. In the mid-1980s he served for several years as foreign policy adviser to Prime Minister David Lange before taking up a posting in Canberra. From 1996 he filled a series of roles in human resources and organisational development in the Ministry of Foreign Affairs and Trade, including two years as Director of the Office of the Secretary of Foreign Affairs.

From 2001 Mark served in a series of trade-related roles in Geneva and Wellington, including four years as Director of the Trade Negotiations Division and three years as New Zealand Chief Negotiator for the Trans-Pacific Partnership negotiation. From 2012 to 2016 he was New Zealand Ambassador to Japan. He served briefly as Ambassador for Climate Change, based in Wellington, before taking up an assignment as Ambassador to Mexico in October 2017. In March 2020, he was appointed Acting Deputy Secretary for the Americas and Asia Group.
