A panel is a list of pre-approved suppliers that offer services required by the International Development Cooperation Programme. There are different types of panels, see details below.

The Ministry’s policy is to use a supplier panel for sourcing suppliers wherever possible.

How to get on a panel or list

Panels are established through an open competitive tender process advertised on GETS. Each panel has agreed terms and conditions. Some panels are ‘open’, meaning the number of suppliers on them may be increased from time to time to meet evolving needs (usually no more than once a year).

The MERL Supplier List is an open list of monitoring, evaluation and research providers. You can apply any time by completing the response to the Invitation to Qualify. Please find links to relevant documents below. Responses will be assessed annually from May 2023. For further information please email MERL.

MFAT specialist panels and lists

The Ministry has set up panels and lists focused around providing services that are required to support the successful delivery of the New Zealand International Development Cooperation Programme outcomes.

MFAT will post information on GETS(external link) about the renewal of panels in the lead-up to the expiry dates. All invitations for panel refreshes (where new members have the opportunity to submit proposals to join the panel) will be operated through the Government Electronic Tender Service(external link). Prospective suppliers should also be mindful that MFAT may develop new Panels from time to time, and any notifications / opportunities to join will also be advertised via GETS(external link).

Monitoring Evaluation Research Learning Panel (MERL)

MFAT has established a Monitoring Evaluation Research Learning (MERL) Services Panel (the Panel). Through a diverse range of consultancy and advisory services in areas that span New Zealand’s humanitarian, development and diplomatic engagement, the Panel will strengthen our decision-making and policy development, contribute to our learning, and help meet our transparency and accountability requirements.
