New Zealand Ministry of Foreign Affairs and Trade: Manatū Aorere.

Introducing Dr Penelope J. Ridings

Member of the International Law Commission 2023-2027
The candidate of New Zealand, Australia and Canada for the International Law Commission 2028-2032

Dr Penelope Ridings MNZM is one of New Zealand’s most distinguished international lawyers and currently serves as a Member of the International Law Commission (ILC).

As a respected international law practitioner, diplomat and former Chief International Legal Adviser to New Zealand, Dr Ridings brings more than three decades of experience across international dispute settlement, trade law, oceans and fisheries law, environmental law and human rights.

Her election to the International Law Commission in late-2021 followed a nomination by New Zealand (alongside co-nominations by Australia, Canada, and Sierra Leone). She officially began her five-year term in January 2023 as one of eight representatives from the Western European and other group of countries.

As a current member of the Commission, she is recognised for her collegiate and practical approach to the development of international law. She is committed to ensuring that the Commission's work remains relevant, responsive to the needs of States, and informed by diverse perspectives from all regions.

Achievements at the International Law Commission

Dr Ridings actively contributes across the Commission’s programme of work and has taken on several leadership roles during her current term.

In 2024, the Commission accepted Dr Ridings’ proposal for a new topic, ‘Due Diligence in International Law’, for inclusion in its Long-Term Programme of Work. In 2025, she was appointed Special Rapporteur for the topic and in 2026 presented her first report to the Commission.

The topic has been recognised by Commission members as both highly relevant to States and particularly complex because it cuts across multiple areas of international law. Her first report was praised for its balanced approach, rigorous analysis, and clear framework for the Commission’s future work on the topic.

Alongside her leadership on due diligence, Dr Ridings served as Rapporteur of the Commission’s 75th Session in 2024 and contributed to efforts to improve the Commission’s working methods and effectiveness.

Why Dr Ridings for 2028–2032?

As an incumbent member, Dr Ridings has established a strong record of contribution and leadership across the Commission’s programme of work. She brings:

  • Extensive practical experience and deep technical expertise, enabling her to contribute to the development of international law in a manner that is both legally rigorous and relevant to States.
