Our development cooperation partnerships beyond the Pacific and Southeast Asia

Outside of the Pacific and Southeast Asia, New Zealand’s development cooperation focuses on our areas of expertise, and the priorities of partner countries.

In Africa, Latin America and the Caribbean New Zealand’s development focus is on renewable energy and climate smart agriculture. Our stabilisation support includes partnerships in in occupied Palestinian Territories (oPt), Ukraine and Afghanistan, promoting sustainable recovery.  We maintain a modest development partnership in South Asia.

Scholars from our wider global partner countries are eligible for the Manaaki New Zealand Scholarship Programme(external link) which offers undergraduate and postgraduate tertiary scholarships, thematic short-term training, and vocational/professional short-term training. Our humanitarian assistance beyond the Pacific and Southeast Asia focuses on supporting the coordinated efforts of other international humanitarian responders including other donors, the United Nations, the International Red Cross Movement and international non-government organisations.

Development cooperation with Africa

Our development cooperation in Sub-Saharan Africa focuses on areas that African developing country partners have prioritised and where New Zealand’s expertise is most valued.

New Zealand’s development investments in the Sub-Saharan region comprises several multi-country activities(external link) in. climate-smart agriculture and geothermal energy sector development. Manaaki New Zealand Scholarships(external link), and other training opportunities are made available to the broader Africa region. New Zealand also contributes to humanitarian crisis response.

Development cooperation with Latin America and the Caribbean

Our development cooperation with Latin America dates to the 1970s. A decade ago, this was extended to the Caribbean region.

New Zealand’s development programme(external link) in Latin America and the Caribbean(external link) comprises Manaaki New Zealand Scholarships(external link) and training opportunities, regional initiatives, and humanitarian response. New Zealand provides technical support in renewable energy, with a focus on the geothermal sector in the Eastern Caribbean and climate-smart agriculture capacity building through the engagement of New Zealand government and private sector experts.  New Zealand also provides targeted support in Disaster Risk Management, sharing our experience as a long-term ally of Small Island Developing States (SIDS) in our Pacific region, and a champion of SIDS issues in multilateral fora. 

New Zealand’s only Development Cooperation Arrangement outside of the Pacific and Southeast Asia is with the twenty CARICOM countries. Renewed in 2023(external link), areas of cooperation include renewable energy, climate smart agriculture, disaster risk management, and knowledge and skills.

Development cooperation with South Asia

New Zealand has long-standing development cooperation in South Asia dating back to the Colombo Plan in the early 1950s.

Our support to the region(external link) focuses on social cohesion and the prevention of violent extremism; climate resilience and, as needed, humanitarian support in response to natural disasters and conflict. We partner with governments, international, regional, private and non-profit organisations to deliver development activities, including in Sri Lanka(external link).

Post-conflict Recovery and Reconstruction

In addition to humanitarian assistance, New Zealand provides specific development support for stabilisation, recovery, and reconstruction in a number of conflict-affected or post-conflict settings, including Afghanistan(external link),  occupied Palestinian Territories(external link) and Ukraine(external link).
