The Export Controls regime regulates the export of military related goods and technology, as well as exports to military and police end-users, in line with New Zealand’s domestic and international obligations and commitments. It is an important part of our country’s wider security framework to help keep strategic goods and technology out of the wrong hands.
An independent review of the regime in 2021 identified several operational changes which have now been implemented. That review also recommended consideration be given to legislative change to address contemporary and future proliferation challenges.
Proposals include introducing controls on intangible technology transfers, such as military-related teaching and joint research, which are increasingly targeted by proliferators to gain knowledge.
The Ministry is inviting submissions, including from business, community, university, and research sectors involved, or with an interest in, researching, developing, producing or using military and dual-use goods and technology. Many new emerging technologies have dual-use functions and may be used for civil or military applications.
Consultation is open until 5pm 16 January 2026.
