Ministry Statements & Speeches:
Thank you Chair,
I take the floor to explain New Zealand's votes on two resolutions.
New Zealand is committed to preventing an arms race in outer space and reducing the risk of conflict in the space domain.
New Zealand continues to vote against resolution L.54 on “No first placement of weapons in outer space”.
While we share the objective of preventing the weaponisation of outer space, we continue to have a range of concerns with focusing solely on first placement. This risks implying tacit approval of subsequent placements. The resolution also does not address the risk of Earth-to-Space threats, such as ground-launched anti-satellite weapons.
We also remain concerned that important questions relating to definitions and verification remain unresolved.
New Zealand also continues to vote against resolution L.53 on “Further practical measures for the prevention of an arms race in outer space”.
New Zealand recognises that legally binding measures may ultimately have an important role to play in preventing an arms race in outer space. However, we do not consider that this resolution represents the most practical path forward.
In our view, further work is needed to build shared understandings, strengthen transparency, reduce risks and develop confidence among States. Such foundations are essential to support effective and durable future arrangements.
New Zealand strongly supports the Open-Ended Working Group on the Prevention of an Arms Race in Outer Space and its ongoing work. However, we are concerned by the expanded references to the OEWG in both resolutions. These references do not adequately reflect the full scope of the Group’s agreed mandate, including the range of issues and approaches currently under consideration. As such, they risk prejudging the outcomes of an ongoing process.
At a time when space security challenges are becoming increasingly tangible, constructive dialogue and practical cooperation are more important than ever.
Thank you.
