COP Party Overflow FAQs

Please fill out an application form: Application Form – COP31 Party overflow. We will endeavour to provide a response to your application within 10 working days. 

If you are granted a ‘party overflow’ badge your badge will say “New Zealand party overflow”. You will not be part of the official New Zealand delegation. As such, you must not represent yourself as part of the official New Zealand delegation, and you cannot speak on behalf of the New Zealand Government. Breaching these terms and conditions will result in the removal of your badge.

The ‘party overflow’ badge will increase your access at the COP, including access to the “Blue Zone” (the Blue Zone can vary between COPs, however, it is typically home to the political and governmental parts of the COP). At previous COPs, party overflow badge holders have been able to move around the Blue Zone, attend events in country pavilions, and as space allows, observe some negotiations. The host country will likely release more information on the different zones at COP31 closer to the date.

The New Zealand Government does not offer any financial assistance to attend COP. We encourage you to explore alternative funding sources such as community funding and university grants.

You will be responsible for organising and paying for your own travel.

Please note that flight connections and accommodation are usually booked up well in advance, and that prices are likely to be higher than normal. We strongly encourage you to make your travel arrangements early.

When planning your travel, please refer to the SafeTravel website. 

You must:

• Be a New Zealand citizen or Permanent Resident or be employed by or representing a recognised New Zealand business or organisation.
• Fund and organise your own travel and accommodation, including any visas required for Türkiye.
• Demonstrate a genuine, verifiable interest in attending COP
• Agree that you will not present yourself as from, or speak on behalf of, the New Zealand Government.
• Agree to abide by the UNFCCC Code of Conduct for UNFCCC Events

Consular assistance is available to New Zealand citizens overseas. We encourage you to register with SafeTravel and to read the SafeTravel travel advisory for Türkiye. The SafeTravel website also provides information about the kinds of assistance New Zealand Embassies can provide to New Zealanders in need. New Zealand’s closest embassy is in Ankara, Türkiye.

The official New Zealand delegation to COP31 is not responsible for you on the ground. If you have a consular issue, please refer to Safe Travel. We strongly encourage you to take out comprehensive travel insurance.

You can only be registered by one organisation for COP. We encourage you to explore alternative sources for badges first if this is a better fit for you, but to avoid duplication please do not pursue more than one badge at the same time.

At COP, we plan to hold daily stakeholder briefings for all New Zealanders attending the meeting regardless of what kind of badge they hold. These will cover different thematic issues and offer the opportunity to interact with New Zealand’s negotiators. We also plan to host a webinar style session prior to COP to provide more information.

We will aim to process EOIs within 10 working days of receipt. If accepted, you will receive notification on next steps to receive your badge. If you do not hear from us after 10 working days, you may contact NZ.COP@mfat.govt.nz.
