New Zealand supported this resolution after careful consideration. We did so because a ceasefire in Gaza is desperately needed.
Hamas’ actions on and since 7 October 2023 are completely unconscionable, and must be condemned unequivocally. Hamas’ continued refusal to release the hostages they are holding is immoral and a barrier to progress on this situation. New Zealand has rightly designated Hamas in its entirety as a terrorist entity.
At the same time, the humanitarian situation in Gaza is intolerable, and the world’s patience has run out. As New Zealand has said consistently, this crisis must end. The excuses Israel has used for the ongoing suffering of innocent civilians are no longer credible.
It is imperative that all parties comply with their obligations under international law. Israel is clearly required by international humanitarian law to provide for the basic needs of civilians in Gaza and to facilitate unimpeded humanitarian access. The protection of civilians, humanitarian personnel and medical workers is essential.
Like many members of the international community, New Zealand has already taken a range of measures in respect of this conflict. This resolution does not impose any new obligations on New Zealand. We reiterate our call for the parties to urgently return to a ceasefire. New Zealand will continue to advocate for meaningful progress towards a two-state solution, which remains the only blueprint for peace we have.
