End-user certificates
Goods that are manufactured in New Zealand will in most cases require an end-user certificate signed by the ultimate end-user. However, MFAT may be willing to waive this requirement when the goods are:
- components to be incorporated into a larger piece of equipment in the destination country
- sporting/hunting weapons, or
- being exported for sale to a distributor for subsequent re-export
Catch-all goods may require an end user certificate. See the guidance document below for more information.
Exported chemicals need an end-user certificate, although MFAT may be willing to waive this requirement where the chemicals are being exported to a distributor, or to a branch of the same company. If you are unsure, contact the Export Controls team.
Foreign government approval - third country clearances
New Zealand is obliged to not permit the re-export of foreign goods and technology that are subject to foreign end-user transfer controls, unless:
- the end-user certificate states the destination is permitted for re-export, or
- the written approval of the country of origin has been obtained.
The New Zealand Export Controls team requires foreign government approval for the re-export of their controlled goods or technology where that is a foreign end-user certificate requirement.
Additional documentation required for the export of firearms and ammunition
A copy of a valid firearms licence and import certificate is required for the export of firearms and ammunition regardless of the destination.
