Comprehensive and Progressive Agreement for Trans-Pacific Partnership

The legally verified texts of the Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP) were released on 21 February 2018 in English, French and Spanish.

The CPTPP incorporates, by reference, the provisions of the Trans-Pacific Partnership Agreement (TPP) with the exception of a small number of technical articles. The English, French and Spanish TPP texts can be found on the following pages:

The CPTPP also suspends the application of a number of provisions. These are set out in the Annex to the CPTPP [PDF, 185 KB].

Requirements for Entry into Force

Pursuant to Article 3.1 of CPTPP, this Agreement shall enter into force 60 days after the date on which at least six or at least 50 per cent of the number of signatories to this Agreement, whichever is smaller, have notified the Depositary in writing of the completion of their applicable legal procedures.

For any signatory to CPTPP for which the Agreement did not enter into force under Article 3.1 of CPTPP, the Agreement shall enter into force 60 days after the date on which that signatory has notified the Depositary in writing of the completion of its applicable legal procedures.

Following the deposit of Brunei Darussalam’s notification to the Depositary of completion of its applicable legal procedures on 13 May 2023, the CPTPP is now in force for all original signatories.

Membership (States Eligible to become Party)

Pursuant to Article 5 of CPTPP, any State or separate customs territory may accede to this Agreement, subject to such terms and conditions as may be agreed between the Parties and that State or separate customs territory.

Languages

The English, French and Spanish texts of this Agreement are equally authentic. In the event of divergence, the English text shall prevail.

Accession Protocol of the United Kingdom to CPTPP

The Protocol on the Accession of the United Kingdom of Great Britain and Northern Ireland to the Comprehensive and Progressive Agreement for Trans-Pacific Partnership (“Protocol”) was signed on 16 July 2023. The Protocol sets out the terms and conditions of the United Kingdom’s accession to CPTPP.

The Protocol incorporates both CPTPP, and by reference, the provisions of the Trans-Pacific Partnership Agreement (TPP) as incorporated in CPTPP. The Protocol sets out the obligations that will apply between the UK and the original CPTPP Parties, when the Protocol enters into force. The UK’s accession to CPTPP will mean that the obligations and other commitments that the original CPTPP Parties made to each other under the CPTPP Agreement will be extended to the UK.

Requirements for Entry into Force

Pursuant to Article 21 of the Protocol, the Protocol will enter into force 60 days after the United Kingdom and all CPTPP Parties have ratified the Protocol.  If that process takes longer than 15 months after signature, from that point in time (i.e., 16 October 2024), the Protocol may enter into force 60 days after the United Kingdom and at least six CPTPP Parties have ratified it. 

For any CPTPP Party that requires a longer period of time to complete its domestic process, the Protocol will enter into force for that Party 60 days after the date on which that Party ratifies the Protocol.
